Cultural Economic and Environmental Resilience Services

Communities across the U.S. and abroad are struggling with climate impacts – from wildfire and flood exposure to food scarcity and unsafe housing – without access to the expertise needed to face them. CEER Services is changing this by partnering with self-identified community groups to build durable, climate-resilient infrastructure. Headquartered in Ocoee, Tennessee, with an additional office in Costa Rica, the organization delivers tailored support in sustainable design, water management, nonprofit formation, and ecological planning for areas often excluded from mainstream funding. In 2023, CEER helped communities build firewood banks to meet heating needs on the Pine Ridge Reservation and supported greenhouse designs using geothermal systems and rainwater collection to buffer against extremes. Across every project, CEER combines engineering know-how, cultural sensitivity, and local leadership to turn community visions into climate-ready realities.

CEER Services is led by Robyn Monroe and a small, multilingual team with cultural roots in Indigenous, Black, Southeast Asian, and Latin American communities. Together, they bring broad expertise in fields ranging from nonprofit law to ecological engineering. In 2023, CEER supported the Oglala Lakota Cultural and Economic Revitalization Initiative in securing a Growing Justice Fund grant to launch a 12-month food security program focused on building equitable food systems. The organization also helped raise over $300,000 for essential services, including the construction of a four-season greenhouse designed to operate in extreme weather conditions. CEER specializes in hands-on technical assistance for organizations working in underserved regions—offering services such as CAD drafting, climate mitigation planning, cultural infrastructure design, and fiscal sponsorship. Every project reflects CEER’s core commitment: to build community resilience by turning bold ideas into sustainable action.
